Dear
Mr. Simmons
In September of 1996, a research group delegated by the Japan
Federation of Bar Associations visited the United States to study
American organized crime control law and practice. The group made
valuable findings through your presentation.
The Japan Federation of Bar Associations are reviewing the need
for, and the provisions of, the Ministry of Justice's proposed
law from the standpoint of protecting fundamental human rights.
We are planning a study conference on the topic for all lawyers
of the Federation, to be held in Osaka and Tokyo, February 18th
and 20th respectively.
We are writing to invite you to participate in the conference
as a speaker. We will bear the costs of travel and accommodation.
Akio Kioi, President
The Japan Federation of BAR Associations.
